Human Resource Development Office
The Human Resource Development Office (HRDO) supports employees throughout their employment at the University of Cagayan Valley (UCV). The office manages recruitment, employee records, attendance, leave administration, onboarding, employee support, and other human resource services for faculty members, administrators, and non-teaching personnel.

Human Resource Services
The Human Resource Development Office provides services from recruitment through employee separation.
Recruitment and Hiring
The HRDO oversees the university’s recruitment and hiring process. Every applicant is evaluated based on the qualifications and requirements of the position.
The office is responsible for:
Receiving job applications
Processing appointments
Preparing employment contracts
Coordinating interviews with the hiring office
Preparing employment contracts
Assisting newly hired employees with pre-employment requirements

Employee Records Management
The HRDO manages the official employment records, commonly known as 201 files, of all university employees. These records are confidential and are handled in accordance with the Data Privacy Act of 2012.
Employee records may include:
- Personal Data Sheet (PDS)
- Transcript of Records (TOR)
- Diploma
- Eligibility documents, when applicable
- Training certificates
- Appointment papers
- Employment contract
- Confidentiality or Non-Disclosure Agreement
Employees are encouraged to keep their records complete and up to date throughout their employment.
Attendance and Leave Administration
The HRDO manages employee attendance using the university’s biometric system. Employees who experience missing or incorrect time logs should submit a Rectification Form within 24 hours. The office also processes leave applications in accordance with university policies, the Collective Bargaining Agreement (CBA), and applicable Philippine laws.
